Mandate, Cycle, and Decisions for the Committee
This pack is the working document for the investment committee cycle. It is held to twelve pages, by design. The committee does not read more than twelve, so the desk does not write more than twelve. The format is the contract. The pack is read on first pass by the principal, the committee chair, and the trustee where one is appointed; it is read in detail by the desk and the committee members before the meeting; it is filed, signed, and recoverable on request within one business day, in the same secure location as the mandate brief and the treasury policy. The pack is not a slide deck, not an appendix, and not a quarterly letter. It is the single document the committee signs against for the cycle. Where the pack and any other document appear to diverge, this pack governs for the cycle and the underlying document is updated in the days that follow.
The mandate is short, and is reproduced here in full so the committee does not have to leave the pack. The mandate names the principal, the reporting currency of the household, the reporting currency of the office, the strategic and discretionary buckets, the corridor and trigger rules that govern the desk day to day, the authority the committee has reserved to itself, and the standing right to call a fresh diagnostic outside the quarterly cycle if the season changes materially. The committee is reminded of the mandate at the top of the pack because the rest of the document is read against it: every chart, every line item, every policy change on the table has to be traceable back to a paragraph in the mandate, or it does not belong in the pack.
The cycle being closed out is the third quarter. The cycle opened with a diagnostic refresh and the standing mandate; it has run for one hundred and thirty four calendar days to date. The desk is asking the committee for a small number of decisions, written in the affirmative, on the final page of the pack. Each decision carries a recommendation, an authority, a deadline, and the room in the programme that owns the follow through. The committee is asked to read the pack in order, to arrive at the decisions page with a view, and to leave the meeting with a signed cycle close-out rather than a list of follow-ups. The pack is structured so the committee can do this on the train if it has to, and so the new committee member can walk into the meeting prepared. A useful test, applied to every pack: a new trustee, reading only this document, should understand what the office holds, what the office is doing, and what the office is asking the committee to sign.
The pack below is an opening, not the document itself. Sections 3 through 7 carry the supporting charts and tables. They are held back on this surface because, on a real mandate, they would name specific managers, counterparties, jurisdictions, and committee compositions that are not for a public sample. The shape of the pack is what is shown here: the cover, the table of contents, the opening section in full, and the redaction frames where the rest of the work sits. The desk writes each pack to the mandate in front of it. The format is constant; the content is not.
